Windows installer error 65584

Windows Installer errors have an error code of 1000 or greater. The error codes numbered 1000 to 1999 are ship
errors and must be authored into the Error table. The error
codes numbered greater than 2000 are internal errors and do not have authored strings, but these can occur if the
installation package has been incorrectly authored. For a list of reserved error codes, see
Error table.

uninstalling an application, you should contact customer support for the software you are trying to install or

Windows Installer is a core service that manages the installation of everything in Windows, including apps, features, and many other things. If it breaks, you will be stuck with new installations and even app upgrades.

In this post, we will share a list of error codes and their solutions, some pointing to our existing solution, and how to solve them.

1] Run Program Install & Uninstall Troubleshooter

The first thing we would suggest is to run the Program Install and Uninstall Troubleshooter to repair issues that block program installation or removal because of corrupted registry keys. This program will fix corrupted registry keys on 64-bit operating systems, which control the update data, problems that prevent existing programs from being completely uninstalled or updated, and problems that block you from uninstalling a program through Add or Remove Programs (or Programs and Features) in Control Panel

2] Start the Windows Installer Service

In the Run prompt, type MSIExec, and then press Enter.

If you get the Windows Installer window which tells you everything about MSIExec, then it’s all good.

If you get an error, you might have to start it manually.

Right-click on the taskbar, and select Task Manager. Switch to Services, and look for msiserver. Start it.

Windows Installer not working

You can also run services.msc to open Windows Services and go to Windows Installer, and restart it.

3] Windows Installer Service could not be accessed

You may see the message Windows Installer Service could not be accessed. This usually happens if the Windows Installer Engine is corrupted, installed incorrectly, or disabled. You will need to fix either the corruption or fix the configuration or enable it. The linked post also solves the issue where the Windows Installer service could not start, and gives the message as Error 5, Access is denied.

4] There is a problem with this Windows Installer package

If the Windows Installer package faces unstable network access during the uninstallation or installation process, sometimes, the error might appear if you fail to complete the process successfully. The error message might go like “There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor.” 

5] Windows Installer keeps popping up

Usually, the Windows Installer or msiexec.exe runs in the background. You can check in the Task Manager under the list of processes that are running. However, if you see it constantly running, and the Windows Installer keeps popping up, it means it is stuck. It is possible that an installation is not able to complete, and this happens as a result.

6] Installation Package could not be opened

If you are not able to install software that you just downloaded from the internet, and it keeps throwing the error message “Installation Package could not be opened“, then it’s probably a security issue. Windows many a time blocks applications you download from the internet as it does not trust them. You may have to unblock it or disable your antivirus to fix it.

7] Re-register Windows Installer service

If nothing works, the best option in our experience is to re-register the Windows Installer service. The reason why it works great because it fixes registry issues as well, and gets the basic settings ready again.

Launch the command prompt with admin privileges. Type the following commands and hit Enter after each one.

%windir%\system32\msiexec.exe /unregister

%windir%\system32\msiexec.exe /regserver

%windir%\syswow64\msiexec.exe /unregister

%windir%\syswow64\msiexec.exe /regserver

Close the command prompt, save all your work, and restart your computer.

Check if you are facing Windows Installer issues.

Windows OS maintains a Windows Installer cache. Any files you install are temporarily extracted here and then installed on the PC. If you are deleting files from here manually or during installation or any other program is doing that, you will get an error.

How to check Windows Installer version?

To check the version of Windows Installer on your computer, open the Run box, type msiexec -? and hit Enter. You will see the version mentioned at the top.

How do I fix a corrupted Windows installer?

Since the Windows Installer is a system file, the best way to repair or fix a corrupted Windows Installer is by running the built-in System File Checker. Alternatively, you could search for the latest version of Windows Installer file on the Microsoft.com website and download it from there,

Sometimes, you can encounter the “There is a problem with this Windows Installer package” error while trying to install an application through an MSI installer. This error occurs if your system can’t run a script, program, or DLL file necessary for such operations. You will also encounter corresponding error messages in each case:

  • Error 1720: There is a problem with this Windows Installer package. A script required for this install to complete could not be run.
  • Error 1721: There is a problem with this Windows Installer package. A program required for this install to complete could not be run.
  • Error 1722: There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected.
  • Error 1723: There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run.

Even if they are different errors, you need similar solutions to resolve all of them. First, make sure to log in with an admin account and run the program as an administrator. Some installers require admin privileges to run properly. Also, make sure that there is enough space to install the application.

Re-register Windows Installer

Windows uses the MSIExec engine to run the MSI installer. If the registration of this engine becomes corrupt, you can’t run such installers. To resolve this issue, you need to unregister and then re-register the engine.

  1. Open Run.
  2. Type cmd and press Ctrl + Shift + Enter to open the Elevated Command Prompt.
  3. Enter the following commands:

Restart Windows Installer Service

You will also get this error if the Windows Installer service is not running properly or another instance of the installer engine is already running. We recommend checking for both issues at the same time.

  1. Open Run by pressing Win + R.
  2. Type msconfig and press Enter to launch the System Configuration.
  3. Go to the Services tab and search for Windows Installer.
  4. Make sure the box next to it is checked and press OK.

  5. Now, press Ctrl + Shift + Esc to open the Task Manager.
  6. Go to the Details tab.
  7. Look for msiexec.exe. If it’s there, select it and click End Task.

  9. Type services.msc and press Enter to open Window Services.
  10. Look for Windows Installer and check its Startup Type.

  11. If it shows Disabled, double-click on it and set the Startup type drop-down list to Manual
  12. Click on Start if the Service status indicates Stopped. Otherwise, click Stop and then Start to restart the service.

Restart your computer and check if the issue persists.

Re-register Some DLL Files

Like with the MSIExec engine, your system uses many DLL files while running the MSI installers. You can similarly re-register them to resolve any potential registration issues.

  1. Open the Elevated Command Prompt.
  2. Enter the following commands:
    • regsvr32 Actxprxy.dll
    • regsvr32 Browseui.dll
    • regsvr32 Mshtml.dll
    • regsvr32 ole32.dll
    • regsvr32 Oleaut32.dll
    • regsvr32 Scrrun.dll
    • regsvr32 Shdocvw.dll
    • regsvr32 Shell32.dll
    • regsvr32 urlmon.dll
      regserv32-commands

  3. Don’t worry if you get a “The module was loaded but the entry point DllRegisterServer was not found” error, simply move on to the next command.

Troubleshoot Compatibility

If the error has the code 1721, it might be because the installer is for a previous version of Windows and therefore is not compatible with your current system. In such cases, you need to troubleshoot for program compatibility.

  1. Right-click on the installer and select Troubleshoot Compatibility or Show more options > Troubleshoot Compatibility.

  2. Select Try Recommended Settings.
  3. Then, click on Test the program.

  4. If the error doesn’t occur this time, go back to the Troubleshooter and select Next > Yes, save these settings for this program.

Install Necessary Windows Features and Updates

The installation of several programs on your system requires certain supporting software components and features. We recommend installing all such programs to prevent suffering from different installation errors. Even if you already have these components, they might have become corrupt, so it’s worth reinstalling them.

  • All available Microsoft Visual C++ Runtime Packages
  • Windows Management Framework
  • Latest .NET Framework

You should also make sure to have the latest version of your Operating System. The newer applications require the most updated OS versions to be able to provide better features.

  1. Open Run.
  2. Type ms-settings:windowsupdate and press Enter to open Windows Update Settings.
  3. Click on Check for Updates to scan for and download available updates or Install now if your computer has already downloaded them.

Re-download the Installer

It is also possible that the installer you downloaded or transferred is not complete. You can check for such issues by checking its properties.

Select the installer and press Alt + Enter to open its Properties and compare the Size and Size on the disk from the General tab. If the Size on disk is much lower than the Size, the file is not complete.

In such cases, you need to download it again. Also, we recommend you ensure that the installer you download matches the system architecture of your computer while doing so.

Take Ownership of the Temp Folder

Many programs including installers make use of the Temp folder inside AppData to store temporary files. By default, each user accounts have the ownership and permissions of the Temp folder for that account. However, if this setting gets changed somehow, you will encounter many issues, including the above.

In such a scenario, you should see the error code 1723 in the error message, so it’s easier to recognize. You need to take ownership and provide permissions to this folder to resolve the issue.

  1. Open the Elevated Command Prompt.
  2. Enter the following commands:
    • takeown /F %Temp%
    • icacls %Temp% /Grant %userdomain%\%username%:F
      takeown-icacls-temp

Uninstall Application Before Reinstalling

Sometimes the previous software of an application can also interfere with the new installation. In such cases, you need to uninstall the previous application first.

  1. Open Run.
  2. Type appwiz.cpl and press Enter to open Programs and Features.
  3. Look for and select your application. 
  4. Click on Uninstall or Uninstall/Change > Uninstall.

  5. Confirm with Yes and follow the on-screen instructions.

Then, update/reinstall the app again by launching a complete installer. If you can’t uninstall the applications, there may be some app-specific reasons causing such errors. You need to check official websites for what to do in such scenarios.

Remove Pending Installations Using Registry Editor

You will also get this error if you try running an installer when another one is already running on your system. Windows will usually warn you if something like this happens, but it can’t do so if the previous instance of installers is stuck. In such a case, you need to remove all pending installations first.

  1. Open Run.
  2. Type regedit and press Enter to open the Registry Editor.
  3. Navigate to Computer\HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Installer
    current-version-installer

  4. If the InProgress key is present, delete all the entries inside it.
  5. Then go to Computer HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session Manager
  6. If PendingFileRenameOperations is there, delete all of its entries as well.

Install a Different Version of Application

Sometimes, the latest version of the application or its installer may have some bugs that are responsible for such issues. In such cases, you will only encounter the above error while trying to install one application but can successfully install other programs through MSI installers. You need to try installing a previous or different version of the app instead to resolve the issue.

В общем пришел на форум, так как нуждаюсь в помощи СПЕЦИАЛИСТА .упоминание не к месту

Несколько дней назад захотел обновить skype,но выдал ошибку 1601,как вскоре оказалось,ошибка вылазит при любой попытки установить кокой либо софт,а также вылазит ошибка windows installer.
Помогите,а то переустанавливать винду не очень хочется,кстати если что диск оригинальный Win7 ultimate x64.

Попытки исправить:

В гугле и на сайте майкрасофта никто не помог,и некакие модификации с реестром тоже не помогли,и со службами тоже.
на вирусы тоже проверял,их НЕТ, у самого AVG 2011 secutiy business edition)))

1) — версия инсталлера
2) — собственно ошибка
3) — попытка найти ошибку через windbg
4) — собственно подозрения(в основном подозревался файл msiexec.exe , msi.dll , msctf.dll)
5) — попытка найти ошибку в самом msiexec.exe через IDA

Прошу помочь,а то уже совсем запарился с этой проблемой,и писать дельные советы(а не всякие типо переустановки винды,жду ответа))

У меня была похожая проблема, помогло: полностью снести SP1 и установить по новой..
Не знаю что было но после проделанного всё заработало.

Да, ситуация весьма и весьма похожа. Вы пробовали следовать инструкциям из указанной вами статьи, судя по первому посту в теме. На чем вы остановились, ведь до правки реестра у вас дело так и не дошло?

Да, ситуация весьма и весьма похожа. Вы пробовали следовать инструкциям из указанной вами статьи, судя по первому посту в теме. На чем вы остановились, ведь до правки реестра у вас дело так и не дошло?

Alex95, судя по вашему логу, причина невозможности подключения к серверу — ошибка с HRESULT кодом 0x80004002 — «Интерфейс не поддерживается».

Кто-нибудь знает возможные причины возникновения такой ошибки?

Alex95, если проблема в регистрации dll, то можете попробовать тотальную перерегистрацию всех библиотек. Только аккуратно и не спеша — операция может занять продолжительное время и успех не гарантирован. Отключите заранее инет, все ненужные программки и обязательно — антивирь

Перерегистрировать dll можно так:

0. На всякий случай создать резервную копию системы(точку восстановления).
1. Запустить командную строку с правами администратора (для этого правой кнопкой на рабочем столе->создать->ярлык, в поле ввести cmd, потом на ярлыке правой кнопкой->запуск от имени администратора).
2. Ввести CD \ и нажать ввод.
3. Ввести DIR *.dll /s /b > regdll.bat и нажать ввод (это для копирования всех путей к библиотекам в файл).
4. Ввести notepad regdll.bat и нажать ввод, откроется блокнот с этим файлом.
5. В командной строке ввести path и нажать ввод, скопировать текущие пути и сохранить куда-нибудь в файл.(если вы потом их не восстановите, могут скукситься некоторые программы, прописывающие туда пути)
6. Ввести path=c:\windows;c:\windows\Command;c:\Wi ndows\Program~\Accessories и нажать ввод.
7. Проверить новые пути введя команду п.5.
8. Ввести C:\WINDOWS\System32\Regsvr32.exe /s C:\ и нажать ввод, если появится сообщение «Системе не удается найти указанный путь.», то ввести C:\WINDOWS\System\Regsvr32.exe /s C:\.
9. В открытом в блокноте файле заменить все вхождения C:\ на C:\WINDOWS\System32\Regsvr32.exe /s C:\ (или C:\WINDOWS\System\Regsvr32.exe /s C:\). Сохранить файл.
10. В командной строке ввести regdll.bat. Запустится перерегистрация. Идти будет долго. При этом система может «задумываться» на достаточно продолжительное время. Если в командной строке ничего не меняется больше 3-4 минут, то нужно в диспетчере задач завершить процесс Regsvr32 ( в 64-битной системе – ещё и Regsvr32 *32).
Могут возникать ошибки. Достаточно нажать «Ok».
11. После этого в командной строке ввести сохранённые в п.5 пути командой path=сохраненные_ранее_в_файл_пути.

Помимо того, что это затормозит процесс, могут еще приключиться и ошибки — на время проверки антивирь намертво блокирует доступ к объекту файловой системы, иногда на довольно продолжительное время. Иногда этого времени может хватить для того, чтоб программка, обращавшаяся к файлу, передумала к нему обращаться и выдала ошибку доступа. Изредка механизм блокировки может даже глючить — это вообще каюк.
Думаете, зря все установщики программ «настоятельно рекомендуют» отключать антивирь? На самом деле такая рекомендация куда как проще, чем борьба с фортелями всех и всяческих антивирусов.

понятно,у меня уже 5 минут висит на nvoglv64.dll выключать или еще подождать?
