A later removed Windows XP Theme that was made during the development of the OS. This theme was included with certain development builds of the operating system (at the time called Windows Whistler).

Watercolor Emico Black — это тема для Windows Xp, публиковавшаяся ранее у нас на сайте, но немного в другом цвете. Называлась она Novus. Обратите внимание на то, что это прекрасная возможность выбрать из двух, совершенно разных цветов, один тот, который вам придется по душе. Тем более, что в данном архиве тема имеет несколько цветовых оттенков. Изменить их можно во вкладке «цветовая схема».

как сделать внешний вид как в whistler 2419 ?
два варианта:
1) если у вас обычная windows xp:
— то качаем тему Whistler WaterColor — например Whistler_Reloaded.zip или WaterColor43.exe
— качаем E-Icons 4.15 — из него можно использовать тему значков «Cloudy Icons» — очень подходит под «плоский и простой» настрой темы Whistler
2) если они не срабатывают (стоит например windows XP 64 bit):
— то идем сюда http://www.tgtsoft.com/download.php и качаем Style XP Men 3.19
— идем на astalavista.ms и ищем ключ
— в Style XP выбираем тему WaterColor
— при помощи программы IconTranslate конвертируем набор иконок «Cloudy Icons.eit» в «Cloudy Icons.iconset» и добавляем содержащий этот набор каталог в каталог с Style XP. Запускаем его и применяем данным набор иконок.
Скоро выложу полученные скрины.
PS Не забываем для полной плоскости отрубить тени под меню и курсором

Watercolor (also known as Business or Professional) is the name of a placeholder visual style created by Microsoft during development of the Windows XP operating system. Although it was intended as a placeholder for Luna, Watercolor received several overhauls and improvements over time.
Contrary to popular belief, the first known build to include the Watercolor theme was build 2223; however, there was no user interface to enable it and it was largely incomplete. In build 2250, the Desktop control panel was enhanced to support the new visual styles and the theme was much more polished compared to its previous version featured in build 2223. Because of this, build 2250 is often mistakenly considered to be the first build to include the visual style, especially since the theme was not discovered in build 2223 until much later. The last known build to include the Watercolor theme was build 2419, however the resources for the theme remained in the Windows codebase as late as build 3790.
The early variant of the Watercolor visual style found in builds 2223 and 2250 was a dark blue and gray theme that was reminiscent of the classic theme used by Windows 2000 and earlier. The theme was later updated by build 2257 to use brighter shades of blue with red frames for disabled windows. The embedded theme.ini
also includes a commented out section for a Champagne color scheme, which was likely used for testing purposes prior to build 2250 but is not functional in any known build:
