Это означает, что в Вашей ОС напрочь исчезла служба Брандмаэур Windows. Скорее всего, это рез-т воздействия какого-то вируса, который ее благополучно обошел и удалил. А вот восстановить ее, не переустанавливая Винду, довольно сложно. Нужно либо иметь точку отката, либо созданный ранее образ системы. Другим вариантом является коррекция реестра с другого — здорового компа и сделать с него копии в свой реестр двух веток

В компьютере «кто-то» отключил брэндмауэр. А некто по фамилии Билл Гейтс это прошарил и не дает запуститься, например, принтеру. Придется пойти на временную уступку, сделав вид, что вы уступаете корпорации Майкрософт и запустите «вредную» фигню на вашем компьютере.
