It is fully possible there is more than one reason for this to happen, here I am sharing what fixed it for me:
I had installed and uninstalled iTunes for Windows and that left some remnant directories with wrong access permissions in place. The procedure below fixes that.
- Uninstall completely your current version of iCloud (14 at the time of writing)
- Reboot the PC
- In the File Explorer navigate (paste in address bar) to %PROGRAMDATA% directory
- Remove any Apple folders you see (assumes you have no other Apple software installed) or at least any iTunes related folders. Administrative rights may be required.
- Install iCloud for Windows from the App Store
- Wait forever to sync up… 😊 but you should see numbers of files remaining when you click on the iCloud icon in your «system tray icons»
There are ways to actually trace what goes wrong with iCloud, but is complicated. Post here your results and I will try to help.

This answer is incorrect, iCloud doesn’t allow app-specific passwords to be used as a sign-on.
