I got tired of continuously searching the internet for the fix every time I install this game. So I made this simple patch to make it work on windows 7 and 8. Compiled from all the solutions online.
This is still one of my favorite bethesda games of all time besides the Elder Scrolls Series

All the wonderful people on the internet that have uploaded the D3D9.dll file and have suggested the INI Edits to make it work on multicore processors. I have went through a couple of these «D3D9.dll’s» and found one that worked.
NOTE: I have both a windows 7 and 8 machine and this works on both. since its basically the same for both OS’s
If you open Steam’s page for Fallout 3, you will find a notice telling you the game is not optimized for Windows 7 and later Windows operating systems. It may cause the game to not run smoothly on your computer if you use one of the mentioned Windows OS.
If you use one of the operating systems that are not optimized for Fallout 3, you can follow the instructions from this guide to play the game without experiencing much error messages, crashes or game-breaking glitches. You may still experience some.
This guide teaches you :
- How to fix crashes, screen freezes and error messages during gameplay in Fallout 3.
- How to make Fallout 3 compatible with Windows 8.

Fixing crash, screen freeze and error messages at random points in the game :
If you have already launched the game in the past, assuming you’re using Windows 7, open the Start Menu and select Computer. In the left-hand sidebar under “Computer”, select “OS (C:)”. Click “Users”, followed by the name of your computer. Open the Documents folder, followed by the My Games folder and then Fallout 3. Search and find Fallout.ini and open it with a notepad.
Find bUseThreadedAI and change the “0” to “1”.
So it should look like the contents below :
bUseThreadedAI=0
Of course, if the line is not there, add it anywhere above the Display category in the file.
Under it, insert the following line (if it’s already in the file, just change the value of it to “2”) :
iNumHWThreads=2
Once you’re done, save the file.
If you use Windows 8, follow the instructions below :
After following the steps above, you have to set both the Fallout 3 launcher and Fallout 3 application’s compatibility mode to “Windows XP Service Pack 3”. Find them both (Steam -> Steamapps -> Common -> Fallout 3), right-click and select “Properties” then go to the compatibility tab to set their compatibility mode.
Once you have done that, you have to go to – http://www.xbox.com/en-IN/Live/PC/DownloadClient
Download and launch the client (required to make Fallout 3 work).
Right-click on the Fallout 3 application and choose the “Run as Administrator” option. You should be able to play the game now.
Game still crashes/freezes after applying the solution above – What to do?
If the solution above has not resolved your problem, do not worry. Someone over at Nexus has released another method. It’s a d3d9.dll file you have to download and place it into your Fallout 3 folder.
Go to Nexus Mods – http://www.nexusmods.com/fallout3/mods/18900/?
How to install the fix :
- Once you are on the Nexus Mods page, click the “download manual” button.
- Select the server you wish to download the file from.
- Hit “Save” or “Save as”.
- Extract the contents of the compressed folder (if any).
- Drag and drop the d3d9.dll file into your Fallout 3 folder.
How to fix radio music stuttering :
- Download MADFilter (download link: sourceforge.net).
- Extract the “MADFilter.ax”, “register.bat” and “unregister.bat” files to :
- C:\Windows\system for 32-bit OS.
- C:\Windows\SysWOW64 for 64-bit OS.
- Run the register.bat file as an admin (running as admin avoids the 0x80070005 error code).
To verify if you have done everything properly, you can download and install InstalledCodec (download link: nirsoft.net). After downloading, extract the contents and run it. Find “MAD Transform Filter” to make sure you have installed it then look for “Fraunhofer IIS MPEG Layer-3 Codec” in the utility and choose “Disable Selected Items”.
Open Fallout 3, fire up your pip-boy radio and select Galaxy News radio to see if the stuttering continues. If the problem has not been resolved, check and see if you followed the directions above correctly. If you’re certain you followed everything, there may be a conflict within your codecs. You can use InstalledCodec to find out what is causing the conflict (eg. another audio decoder filter).

всё из папки готовая закинуть в C:\Users\Имя компьютера\Documents\My Games\Fallout3
и содержимое из папки DLL закинуть в папку с игрой
Ручная (Рекомендуется)
В 1-ю очередь вам нужно скачать Архив и помещаем содержимое из папки DLL
в папку где установлена игра
Дальше заходим в C:\Users\Имя компьютера\Documents\My Games\Fallout3
Файл Fallout 3 и находим там» bUseThreadedAI » (CTRL+F) место 0, ставим 1 нажимаем Enter и вставляем » iNumHWThreads=2 «
Если вы не нашли текст то удалите все фалы в этой папке и запустите Fallout3 и выходите. снова заходим в
C:\Users\Имя компьютера\Documents\My Games\Fallout3 и проделываем тоже самое
Сохраняем

I know the wiki tries to not cover things that aren’t «official.» However, the crashing of Fallout 3 on the newer Windows OS’s is a near universal problem. I personally have spent hours scouring the internet searching for fixes before I finally got the game to work on my computer. Thus, I think it would be of benefit to many if this wiki had a page with a list of all the different fixes and their success rates. I understand it would be very patchwork in nature, but having this information in one unified place would be a smart move in my mind. We could just have a bulleted list of fixes, and then ask users to verify if they work, or maybe if they work in unison with other fixes. I’m open to ideas on how this page would be laid out and where it would be located. Regardless, I really think it would be of great help to many users out there who are trying to enjoy Fallout 3. - The easiest fix on both Win7 and Win8 is to update Games for Windows. Tried and tested. Even for the GOtY from steam.—Kingclyde (talk) 00:56, March 30, 2014 (UTC)
- Lucky, I had to go through a bunch of roadblocks to get it to work. I followed all the instructions on the Beth forum on what to do, run in administrator, update games for Windows, etc. and in the end I had to resort to reaching into the game files itself and changing something to get it to work.

- Granted it was only two things, but I had difficulty understanding that there was more than one .INI file for me to screw around with. I had to Find the line: «bUseThreadedAI=0», change that 0 to a 1, and then add «iNumHWThreads=2» right after it all in the FALLOUT.INI file located in the Fallout 3 folder located in the documents folder for some reason.

Fix 2: Run Fallout 3 in Compatibility Mode
As said above, due to incompatibility, gamers encounter an issue while launching the game. So, first, try running Fallout 3 in compatibility mode and check whether the Fallout won’t launch Windows 10 issue is resolved.

- Now find bUseThreadedAI=0 and change the value from 0 to 1. If you don’t see bUseThreadedAI=0 in the file’s contents, then add bUseThreadedAI=1 in a new line within the file.
- Type iNumHWThreads=2 in a new line in the file.
- Next, press Ctrl + S to save the changes and close the instance of Notepad.
- And run Fallout 3 as an administrator to check if the issue is fixed.
If Fallout 3 won’t launch, the problem is fixed; go back into the falloutprefs.ini file and change iNumHWThreads=2 to iNumHWThreads=1. Save the changes and restart Fallout 3.
Run the game to check if the problem is resolved or not.
Fix 7: Verify the Game Files
